RAGBRAI
- What You Need to Know"
1. When will the riders arrive in Manchester?
The first bicycles are expected to be in town by 8 am this Friday, but
the big crowds will likely show up between noon and 6 pm.
2. What route will the riders use to come into Manchester?
The riders will come in past Hart Ridge Golf Course, follow Quaker Mill
Drive to North 4th Street, go down North 4th Street to Acers Street and
go up Acers Street to the Delaware County Fairgrounds. However, some
riders will already know where they are staying or camping, so they may
use whatever they see as the shortest route. Along with a special
cannon fire salute, the riders will be greeted into Manchester by
"tailgaters" and "fans" lined up on bleachers and in front of homes
along the route dressed in orange as part of the "Team Manchester"
sports theme.
3. What route will the riders use to leave Manchester?
Since they will be staying throughout town, they will be heading past
the Good Neighbor Home from every direction. The largest group will
come from the campgrounds area at the fairgrounds and head past the
Beckman Baseball Complex and down Stiles Street to East Main. The
riders are expected to be out of town by 9 am Saturday.
4. Will area residents be able to get around Manchester on Friday?
If you've been through RAGBRAI before, you know that it will not be
"business as usual" that day. There will be road closures and a lot of
traffic. Try to get your errands done earlier in the week and don't
schedule appointments for that day.
5. Where will shuttle routes be running?
The main shuttle hub will be located at the Delaware County
Fairgrounds. From there, shuttles will travel to the campground areas
and other quadrants of Manchester. A shuttle route is available on the
website at www.manchesterragbrai.com.
6. Where will the campgrounds be located?
The main campground will be at the Delaware County Fairgrounds. The
campground will have showers, port-a-potties, bike shops, the RAGBRAI
baggage truck, message board and an Information Center. There will also
be additional tent camping located southeast of the fairgrounds at the
West Delaware Schools (Middle School, Lambert Elementary and High
School) and at the Beckman Baseball Complex. A Family Campground has
also been set up at Baum Park. Around 1,800 riders also have made
arrangements to stay with Manchester residents who have agreed to house
them in their homes and yards.
7. Where will the main entertainment and activity be located?
Downtown Manchester. The main entertainment area will be located along
East Main Street between the Delaware County Courthouse and Community
Savings Bank. Food vendors will be set up along Main and Franklin
Streets.
8. What kind of entertainment will there be in Manchester?
The concerts in the main entertainment area will feature three acts.
Manchester native Ali Beck will perform at 4 pm and the Large Midgets
will take the stage at 6:15 pm. The Nadas will be the concert headliner
- the band will perform at 9 pm. There will also be a variety of free
entertainment at the Tirrill Park Band Shell on Friday afternoon.
9. What's going on in the Beverage Garden?
The Beverage Garden will open at 4 pm and close at midnight. They will
be selling a variety of Budweiser products and Bacardi Lemonade, as
well as Gatorade, soft drinks and bottled water. The cost to enter the
Beverage Garden is $2, which includes the main stage entertainment.
Anyone with an official "Team Manchester" T-shirt or anyone who is a
registered RAGBRAI rider will receive free admission. One ticket will
buy you a drink and each drink ticket will cost $3.
10. What kind of food will be offered at Manchester's RAGBRAI?
A number of local food vendors will be offering food on Friday,
including Pizza Hut, Chuong Garden, Betty's Breadbasket, Coffee Den,
Arctic Fusion, The Glenn, Delaware County Meats, Pizza Ranch, Strokers,
Delaware County Cattlemen, Dairy Queen and Jude's Cafe. Castle Theatre
will be selling popcorn and root beer floats. The Delaware County 4-H
FoodStand will also be open Friday through Saturday morning at the
fairgrounds, offering grilled pork loin, taco salad and corn on the
cob. Church groups will be selling food too, including United Methodist
Church, First Lutheran and St. Mary's Church. The American Legion,
Fraternal Order of Eagles and West Delaware FBLA will also be offering
food. Non-local food vendors will also be in town, including Famous
Daves, Pizza on Wheels, A & D Cart, Sugar Rays BBQ Shack, Americana
Concessions, Hani's Grill, Donuts R Us Concessions and Renear Inc., as
well as several non-food vendors.
11. What if there is an emergency?
In case of severe weather, riders will take cover in pre-determined
shelters. Medical stations will be located at the fairgrounds clubhouse
and the fire station. Area law enforcement will also have high numbers
of officers and deputies on hand for the event.
11. How can I stay updated on RAGBRAI?
KMCH 94.7 FM (Manchester) will provide you with information leading up
to the event, as well as constant coverage and updates on Friday. Also,
Manchester 24/7
will provide updates along with Manchester RAGBRAI's facebook
page.
"Special Cannon Fire will Welcome RAGBRAI Riders"
For the first time ever, the report of the
cannons will hail the RAGBRAI riders as they approach the scenic hamlet
of Manchester on Friday. Members of the Iowa Sons of Union Veterans of
the Civil War Sesquicentennial Committee will welcome riders with
Cannon fire at Hart Ridge Golf Course between 9 am and 5 pm. The
Sesquicentennial of the Civil War kicks off in 2011 and the purpose of
the committee is to inform and educate the public about events that
took place during the Civil War (1861-1865).
The public is invited to watch demonstrations of cannon fire, drill and
Q/A with the living historians. This event will be a fundraiser for the
Iowa Civil War Sesquicentennial Committee with the sale of the official
T-shirts, commemorative buttons and popular 'Goober Peas'. Donations
will also gladly be accepted. Join them for this one-of-a-kind event
and an experience that was 150 years in the making.
"Manchester Residents Step Up to House Riders"
An overwhelming number of Manchester residents
are opening their homes to RAGBRAI riders when the event comes to town
this Friday.
"We are very happy with the response from Manchester residents," said
Housing Committee Co-Chair Julie Smith. "We placed about 265
teams - that's about 1,800 people!" As of last Friday, there were only
five teams left to place, though some residents were still thinking
about housing those last few groups.
Manchester RAGBRAI hosts will be allowing riders (anywhere from one or
two up to a large group) into their homes to sleep on floors or beds
and to possibly use bathroom facilities. Some hosts will be welcoming
riders into their backyards to set up camp in tents or RVs.
Area residents who live within three miles of Manchester were invited
to house riders. Housing request forms were available to review at
State Farm Insurance office in Manchester - residents could actually
choose which riders and how many riders they wanted to host.
Smith said a lot of the residents who never hosted riders before have
stepped forward this year. "A lot of people heard our requests for
hosts on KMCH Radio and came in to look through the housing request
forms here at State Farm Insurance office." She said they also had
people who had adopted one team and came back to adopt another team
after hearing that there were still housing requests to be filled.
"We're excited to hear about the experiences these hosts had after
RAGBRAI is over," Smith said.

We are sorry to inform you that we have been
unable to fill your request for housing in Manchester at this
time. We have had over 2,000 requests for housing. That is
amazing considering that RAGBRAI is a camping event!! We will
continue to try, but at this point cannot guarantee any
accommodations. You will receive a notification e-mail if we do
end up placing you.
There will be floor space available at a local church in
Manchester. They will are charging for the space and would

There is also floor space available at a local Tae Kwon Do
School. They are asking for a $10 donation per rider and there

There is plenty of space available at our official campgrounds, or if
you prefer, we have quite a few parks where you would be able to pitch
a tent. There is parking available for motor homes and RVs at the
fairgrounds official camp site.
Showers are available at various locations in town and are accessible
on the shuttle bus route. Please check our web site for a map of these
locations.
Feel free to check at the main information center on the day of the
event in the event a cancellation occurs and housing opens up.
Please do not contact us about cancellations prior to the day RAGBRAI
visits our community.
Again we apologize that we are not able to handle your request.

Volunteers
are still needed for Manchester's RAGBRAI event, especially in the
Beverage Garden.
"The final two shifts (7-10PM and 10PM-Tear
Down) are the ones where we need more help, especially with the 10PM
shift," says Beverage Garden Committee Co-Chair Tim Kluender. "We have
plenty of openings for all types of jobs during those two shifts.
People are certainly welcome to work two shifts as that will help out
tremendously. The 10PM shift crew is expected to stay after the
garden closes at midnight to help with the tear down. If everyone
stays we should have plenty of people and the work will go quickly."
A training session for all beverage garden workers will be held on
Wednesday, July 21st at 7 pm at the Delaware County Fairgrounds
Community Center. This excludes the 1st Shift, as well as 7 am set-up
crew workers.

Volunteer News
We have more than half of our volunteers
secured, but still need approximately 90 more workers. The 7AM
setup shift is full, and the 4-7PM shift is nearly full. We have
our full allotment of drink servers and ticket sellers from 4-7PM, so
if anyone else wants to work during that shift, we will need them to
agree to help monitor the exits, or help with various jobs at the
entrances (choices include checking IDs, applying wristbands, or
collecting the cover charge). We also could use a couple of
people to act as “rovers” to help wherever needed, especially taking
care of the empty cans.
A public meeting for the information volunteers is scheduled for
Sunday, July 25th at 7 pm at Manchester City Hall.
Team Manchester TailGate
The Manchester RAGBRAI Publicity Committee
will be holding a "Team Manchester" Tailgate Lunch this Friday, July
23rd from 11 am to 1 pm at the East Main Street city parking lot
(across the street from City Hall).
A combo of a hamburger, chips, pop and ice cream will be sold for $4.
The event is a fundraiser for Manchester's RAGBRAI event. T-shirts will
also be sold.

RAGBRAI is coming through your area on July 31. We want you to be
ready for this great event. We also want you to know what to
expect on that Saturday, morning and afternoon, as the 20,000-plus
riders and support crew leave your area and head for Dubuque for the
dipping of their tires in the Mississippi River.
You will see cyclists forever. You will have a hard time crossing
the road. Please try to keep the right side of the road and shoulders
clear of debris. Cyclists are a fun group of people, but we want
them to respect your property, please be aware of the facts.
- You are liable if anyone gets hurt.
- Keep all water stands, etc., on the
right side
of the road for safety. The road will not be closed that day and
you do not want cyclists to have to cross oncoming traffic to get to
you.
- Contact your County Extensions office
and/or
State Department of Inspections and Appeals for state food and beverage
laws, if you are planning to sell refreshments of any kind.
- Cyclists will not stop at the bottom of
a hill
for refreshments.
- Young cyclists who want to follow along
only
make the ride more dangerous. Please keep children away from the
road and pathway of RAGBRAI.
- For the safety of your pets and the
riders pen
all your animals and keep pets penned or leashed.
- Don’t spray riders with water unless you
ask
them – many don’t want water on their supplies they carry on their
bikes.
- Do not set up stands at the bottom of a
hill.
People will not stop.

1. How do I host a rider?

If you live in a 3 mile radius of Manchester and live mostly on paved
roads, you're welcome to host RAGBRAI® riders! For more info, check
out the Housing link at manchesterrabgrai.com or call Julie Smith
(563.927.3098) at State Farm Insurance; Jodi Muller (563.927.6816); any
Housing Committee member; or the Manchester Chamber
(563.927.4141). You can also check out the Housing Requests that
have come in so far from RAGBRAI® riders - you can look over the
request forms at the State Farm Office at 1212 West Main Street in
Manchester on a daily basis from 9 to 5. You can
choose which riders you'd like to host and how many! Well over
250 requests have come in with riders looking for either indoor space
like beds or floors - or outdoor space like yards for tents or RVs.

2. Can I charge to host a rider?
According to insurance companies, if you charge for someone to stay at
your home you are considered a hotel and your insurance will not cover
any liabilities. If your rider offer you a gift of monetary
amount, that is between you and them, but contact your insurance
company before becoming a “hotel”.

Main Campground: Delaware County Fairgrounds, East Acers Street
The main campground is going to be located at the Delaware County
Fairgrounds. This campground will have showers, port-a-potties,
bike shops, the RAGBRAI® baggage truck, message board and an
Information Center. This 60-acre campground includes
approximately 400 level, grass camp spots for RVs and tents, (filled
1st come 1st serve), 30amp electrical hook-ups, several shaded camp
spots, water and a sump station. There are also 2 sets of
permanent showers and air-conditioned buildings for cooling off and all
RAGBRAI® support vehicles.
Additional Tent Camping: Approximately 55 acres is located
southeast of the Fairgrounds at the West Delaware Schools (Middle
School, Lambert Elementary, and High School) and at the Beckman
Baseball Complex.
Family Campground (Quiet): 4.5 acres has been reserved at Baum
Park, and is located on Anderson and East Butler Streets.
RV Dump Site: Open Saturday morning 5:00am - 9:00am on River
Street. RV Traffic should turn on West Union Street and proceed
west to River Street. The dump site is located between Butler Street
and Main Street. RVs should join the traffic exit route on West
Main Street and proceed to the Highway 20 exit for their trip to
Dubuque. FEE = $5.00.

The City does not earn money on RAGBRAI®; any fees funneled through
the City are returned to the RAGBRAI® Committee to pay for the
event. Any profits are returned to the RAGBRAI® Committee,
who in turn gives back some of the fees to the non-profit organizations.

11. What are the Ride Hours, Daily Route and Traffic
Control Ride Hours?
6am is considered the official RAGBRAI® sunrise when you may begin
riding. Safety and medical support services monitor the route between 6
a.m. and 6 p.m. On the final day, Saturday, the route closes at 2
p.m. Riders are encouraged to finish each day well in advance of
sundown.
12. What is the Vendor Fee and what does it include?

Any organization or business wishing to be a food vendor for
Manchester’s RAGBRAI® celebration must first submit the “Food Items
List & Electrical Request” forms A & B, along with the
applicable Vendor Fee, Electric Fee (if needed), Clean Up Deposit and
Proof of Insurance. This is due no later than June 7th. If
your application is approved, you must also comply with the Health
Department requirements.

Vendor Fees are paid to the Manchester RAGBRAI® Food Vendor
Committee. A Blackhawk County Health Department Permit may also be
required. There will be a required Food Safety Meeting for ALL FOOD
VENDORS, on June 17, 6:30pm at the Fire Station.
13. Why is there a Vendor Fee?
Vendor Fees help pay for the HUGE costs of putting on this event.
Included are things such as insurance, extra police, overtime for City
workers, and renting street barricades. As much as $15,000 or
more is needed just for port-a-potties and showers; not to mention
entertainment and all the things we want to do to make this a fun event
and to showcase our community. The City has also passed a Vendor
Fee Ordinance. This ordinance helps to control the number of
non-local vendors (such as those regularly seen at county fairs),
ensuring our local businesses and non-profits can be successful.
Approximately 25,000 consumers will be in attendance throughout the day
of July 30.
14. What do I get for my Vendor Fee?
As an official vendor during RAGBRAI® you will be in compliance
with all local laws. In addition we will provide recommendations
to make you successful and limit the number of vendors selling similar
products. All approved vendors will be listed in the TABLOID on
the food vendor map and a shuttle stop will be made available in your
area. Approximately 10,000 tabloids will be printed and
distributed to riders: 3,000 will be distributed in Waterloo, and
7,000 in Manchester. Vendors will also have the option of
purchasing a 15’ x 10’ booth space and/or electricity in the heart of
the action (Main/Franklin St).

Main Stage Entertainment
4:00 Ali Beck
Ali Beck, a native of Manchester and graduate of West Delaware High
School, moved to Nashville during her college years in 2003 to pursue a
career in music. Ali has worked with veteran hit producer Chuck Howard
to produce her current CD demo. "I Wanna Live Like That" has become a
local favorite and highly-requested song on KMCH Radio in Manchester.
Ali was the opening act for Gretchen Wilson at the 2009 Delaware County
Fair in Manchester, and has also performed the National Anthem prior to
the Gary Allan and Rodney Atkins concerts at her hometown fair.
6:15 Large Midgets
The Large Midgets are four small town Iowa boys known to bring
audiences a mix of rocked-up classics, new hits and hard rock. Singer
Steve Kappler, guitarist Mike Nurre, bassist Ken DeKeyser and drummer
Pete Wessels bring diverse influences and unique personalities to the
stage. The band has opened for national touring artists, including Soul
Asylum, .38 Special, Loverboy and the Rock Never Stops Tour.
9:00 The Nadas!
One of the state's most popular bands will be the concert headliner for
Manchester's RAGBRAI® event. The Nadas will perform Friday night,
July 30th. The Nadas are a group of rockers from Des Moines. Over
the past sixteen years, The Nadas have built a strong community of fans
and together they have sold more than 125,000 albums through their own
Authentic Records, including 2003’s Transceiver and 2005’s Listen
Through The Static, both produced by Todd and Toby Pipes of Deep Blue
Something, as well as 2007’s The Ghosts Inside These Halls. Now,
with Almanac, their seventh LP, they are confident they will continue
to grow their community, bringing in new fans and new beginnings. The
Nadas will perform at Manchester's RAGBRAI® event late Friday night
in the main entertainment area near the Delaware County Courthouse,
though the exact time have not been set.
Manchester RAGBRAI® officials are looking for local talent.
The committee would like to schedule free entertainment at the Tirrill
Park Band Shell in Manchester during the town's RAGBRAI® event on
Friday afternoon, July 30th. The Manchester RAGBRAI®
Committee expects bike riders will use the shady and scenic Tirrill
Park as a place to rest, so they would like to offer a variety of
entertainment for those who stop by. They are looking for local talent
(music, dance, comedy, magic, etc.) to offer a variety of entertainment
lasting approximately 30 to 60 minutes at a time.
16. Why is RAGBRAI® running the Beer Garden, why
are we shutting out local bars?
The RAGBRAI® committee is putting on a beer garden because
providing entertainment and alcoholic refreshments in a safe
environment and keeping minors out of the area is an important part of
being a host community. Putting on RAGBRAI® costs a lot of
money, and although nothing is guaranteed, the beer garden is one place
we can make some money from our guests to help pay for the event.
It is important to note that we are not keeping the local bars from
making money; in fact, we want this to be a successful event for all
businesses and non-profits in town, and believe it can be. We are
not preventing any bar owners from thinking outside the box and doing
something unique to draw business that day. In fact, we know with
25,000 people in town there is plenty of business to go around.
Many are looking to be downtown in the “action” with the entertainment
etc., but many are looking for a seat in an air-conditioned bar and may
prefer a mixed drink to the beer we will be selling.
17. Where will medical stations be located?

18. What will first aid stations and their attendants
be able to provide for medical problems and traumatic injuries?
The first aid stations will be staffed by a nurse and an EMT.
These professionals will be able to provide basic first aid. They
will also be responding to any request for help or an ambulance as
first responders until an ambulance can reach the patient to transport
them to the hospital.

19. Where will shuttle routes be running?

The main shuttle hub will be located at the Del Co Fairgrounds. From
there, shuttles will travel to the campground areas, and the other
quadrants of the City. A shuttle route map is available here.
20. What happens if severe weather becomes a problem
on July 30th or 31st?

Adverse weather is always a concern for public safety officials.
Luckily, the community has many buildings available to shelter the
majority of RAGBRAI® participants. The committee also hopes
that in case of severe weather, residents of Manchester will be
gracious enough to share their homes to provide a place of shelter
during dangerous weather. Weather conditions will be constantly
monitored throughout the event and if the situation warrants,
participants will be directed to pre-determined shelters.

A MESSAGE FROM THE MAYOR
RAGBRAI – Welcome to Manchester
The community of Manchester, the Delaware County seat with a population
for 5257, is best known for its location, being approximately 45 miles
from three larger cities (Dubuque to the east, Cedar Rapids to the
south and Waterloo to the west). Two major highways lead to
Manchester, including the four-lane, Highway 20 and Highway 13.
The strong retail base is evident in the downtown area and an equally
strong industrial base employs many, many persons in various types of
manufacturing.
We encourage you to take advantage of our many fine stores and
businesses, our eating establishments, and our quaint specialty shops.
When you think of Manchester you also think of the Regional Medical
Center. While many rural hospitals are suffering, ours is
continuing to grow and prosper with modern facilities and specialty
areas.
Another great facility in Manchester is the Delaware County
Fairgrounds. Located on the grounds is the Community Center, the
Pavilion, and the Recreation Center. Over the years it has hosted
numerous conventions and a high-light each summer is the “Great
Delaware County Fair.”
The Manchester Public Library, the West Delaware School District and
St. Mary’s Catholic School are also facilities that our citizens are
very proud of. The dozen churches in the community serve nearly
every denomination.
Our community offers a wealth of recreation opportunities with six City
parks and one of Iowa’s oldest and most scenic State Parks, Backbone
State Park, located only a 15 minute drive from Manchester.
Outdoor lighted tennis courts, a state-of-the-art Aquatic Center, two
golf courses and a softball/baseball complex are all available in the
community.
Lastly, and most importantly, Manchester is known for its “friendly
people.” Manchester is a community small enough to know you, yet
large enough to serve you.
